I cannot get my new modem to connect to our dialup at a better connection than 26.4.?

It is an AOpen fm56-plx controllerless PCI modem and only connects at 24 or 26.4. My laptop and old PC can connect anywhere from 33-40 kb/s. We are on sympatico dial-up because we live in the country. Help :)
