Well for one, I would advise against the Windows XP. It is outdated so go with Windows 7 instead. A 2.4ghz is not bad and 200gb hard drive should be sufficient for most users. 3gb of ram is standard nowadays and it would run Windows 7 well. Based on what you have there, I'd say you are not really looking for a performance PC, but instead you are looking for something to "get by with" and that is a budgeted build. If you plan to game AT ALL with this, you need to look into a great graphics card (I see you did not list one) and you'll need at least Windows Vista. Also you'd prob want to be closer to a 2.8ghz or higher processor as well.
